In 2021, the full legalization of sports betting, both retail and online, was achieved when Connecticut regulators approved HB 6451. This bill officially ratified the gaming compact between the state and local tribes.

Two sports betting bills, H 5168 and S 21, were proposed but failed to make it to the floor. Disagreements persisted over which entity would have authority over the state’s sports betting industry, with both sides vowing legal action if their demands were not met.

At the same time, Mashantucket Pequot entered into a partnership agreement with DraftKings at its Foxwood Casino in anticipation of the potential legalization of sports betting in the future.

2021: Tribes green-light CT sports betting

In early 2021, Senator Cathy Osten introduced legislation that brought hope to those involved in the difficult journey towards regulated sports wagering. The bill proposed that two tribes would oversee statewide mobile wagering and iGaming, aiming to satisfy all parties involved.

During the spring, the Mashantucket Pequot and Mohegan tribes reached an agreement to authorize the state to operate sports betting at over a dozen OTB locations. This marked the completion of the Connecticut sports wagering bill, which had been eagerly awaited and was officially signed into law by Governor Ned Lamont in May.
