Here, we analyze the states that permit sports bettors to wager on individual college player performances, the jurisdictions that restrict the number of prop markets available, and the states that prohibit the practice entirely.

College Player Prop Betting States: Where to bet on NCAA props

Prop betting sites in the U.S. are expanding their offerings to include more opportunities for wagering on individual player performances, however, not all states are willing to allow these markets for college sports bettors.

The fear of athlete exploitation and abuse has prompted numerous states to impose restrictions on player prop betting, with some even choosing to ban them completely. While a few districts have decided to keep NCAA player prop markets, an increasing number of states are rejecting the notion of allowing sports bettors to gamble on college player performances.

As of May 15, here is an overview of the college prop betting status in all legal states.

States Where All College Player Props are Legal (and likely to remain legal)

Arkansas

Arkansas does not currently plan to join neighboring states in banning college player prop betting, as a respected casino executive in the state argues for the importance of keeping these markets legal.

“In April 2024, Saracen Casino Resort CMO Carlton Saffa emphasized the importance of regulating, making visible, and ensuring legality in order to maintain legitimacy. Banning certain bets may not deter them, but rather drive them underground. Saffa advised working with U.S. Integrity and monitoring the situation. As a result, Arkansas sports betting is likely to continue offering college player props in the foreseeable future.”

DC

DC residents have reason to be optimistic. They are able to bet on college player props without restrictions, and the sports betting scene has transitioned from the struggling GambetDC to the reputable FanDuel. It is likely that Washington, D.C. will continue to hold onto its college betting market for the foreseeable future.

Kansas

Kansas sports betting customers have the freedom to bet on any props offered by college football betting sites in the state. According to a spokesperson for the state lottery in April, the NCAA has not contacted them about a potential ban on these bets.

Kentucky

The Wildcats are consistently at the top of the March Madness odds table each year, so it’s no surprise. Kentucky residents can also bet on their favorite individual players thanks to NCAA player prop betting with no restrictions.

The NCAA is seeking to make changes in Kentucky’s sports betting regulations. Despite being a relatively new development, the governing body of college sports has already sent a letter to request that the state prohibit player props. It is unknown if Kansas lawmakers have addressed the NCAA’s concerns.

Nevada

If you were to bet on which state would be the last to ban college player prop betting, Nevada would likely be the top choice. However, this market is not currently available for wagering.

Nevada Gaming Control Board Chairman Kirk Hendrick stated in an April 10 report by the Nevada Independent that state legislators have not directly discussed the prohibition of college player props. However, a representative from the NGCB has engaged in conversations with the NCAA regarding player safety and maintaining game integrity.

North Dakota

North Dakota could limit sports betting to tribal land, but once there, residents can enjoy a diverse range of college player prop markets. It appears that North Dakota has no plans to alter its stance on NCAA player props, as even a small amount of revenue from these bets could greatly benefit the state in terms of taxes.

States Where College Player Props are Legal but Restricted

Connecticut

In Connecticut, residents are allowed to bet on college player props, with one important restriction: bets on players from in-state teams are not allowed. The only time this rule does not apply is when local teams participate in intercollegiate tournaments such as the Big East Championship or March Madness.

Delaware

If you’re hoping to place player prop bets on athletes from the University of Delaware while in the state, you’re out of luck. Delaware does not allow player prop wagers on in-state competitors, but you can still bet on players from teams outside of the state.

Florida

Florida consistently showcases some of the top collegiate programs in the nation, such as the Florida Gators, Miami Hurricanes, and Florida State Seminoles. Despite having limited sports betting options through Hard Rock Bet, residents are unable to place wagers on player props for local teams.

Illinois

Illinois sports betting consistently boasts some of the highest monthly handles in the country. Don’t just take our word for it, our U.S. betting revenue tracker provides undeniable evidence. However, Illinois also enforces strict limitations on college player prop betting. Customers are prohibited from wagering on players from in-state teams, and player props can only be placed before the game begins.

Indiana

Indiana, known for its love of basketball, sees sportsbooks gearing up for March Madness each year. Residents can legally bet on college player props, making point and rebound wagers popular throughout the season. One important rule to note is that Indiana sports betting regulations do not allow live betting on player outcomes.

Iowa

Iowa sports betting sites offer college player prop betting, but customers cannot wager on players from Iowa-based teams. It is surprising that the state allows NCAA prop wagering given the recent sports betting controversy involving Iowa State student-athletes.

Montana

Good news for bettors in Montana: College player prop betting is available with no limits, and the state has assured the NCAA that it will not be removing this option. The only restrictions are on where you can place your bets, as they must be made at an approved lottery retailer within the state, even though you can still prepare your wagers on the app.

Nebraska

Discussing College Football Championship odds is one thing, but having an interest in collegiate player props is a different matter. While Nebraskans may be satisfied with players from other states, they are not allowed to wager on player prop markets for their beloved ‘Huskers.

New Hampshire

The sports betting rules for player props in New Hampshire are more complex compared to other states. Residents are not allowed to bet on players from local teams, and they are also restricted from placing player prop bets on games involving two collegiate teams within the state, even if it is part of an intercollegiate tournament.

New Mexico

In the Land of Enchantment, residents have the freedom to bet on college player props as much as they want, including players from local teams. The only limitation on player prop betting in New Mexico sports betting is that it must be done in person at a retail location, as online options are not available.

Rhode Island

Rhode Island, with its small population, aims to offer a wide variety of markets for sports betting. However, fans of local teams like the Rams cannot wager on them, even though college player prop wagering is available in the state.

Washington

Fans of the Washington Huskies football team are still excited about their unexpected journey to the NCAA National Championship game, but they were disappointed to discover that they were unable to place bets on their favorite players. Washington sports betting regulations do not allow for college player prop bets on in-state teams, although customers are free to bet on outcomes for players from any other college team.

Wisconsin

If you haven’t caught on to the pattern in this category, this is your final opportunity. Similar to many other states mentioned, Wisconsin permits sports betting on player props for college athletes, except when they are playing for teams based in Wisconsin. While we understand that this rule may disappoint many residents, it is the current law.

States Where College Player Props are Legal but Might Soon be Banned

Michigan

The saga of Michigan sports betting now includes a chapter on college player prop betting. Initially banned when legal sports betting was introduced in the spring of 2020, the state later changed course and made these bets legal in the following spring.

The Michigan Gaming Control Board is currently deliberating the reinstatement of the ban, which would have a major impact on both the state’s thriving sports betting industry and Michigan bettors who currently enjoy unrestricted access to collegiate player prop markets.

New Jersey

New Jersey has been a leader in setting industry trends, starting with the repeal of the Professional and Amateur Sports Protection Act. It will be interesting to see how other states react to the developments in New Jersey regarding college player props.

In early April, Senator Kristin Corrado proposed a bill to eliminate collegiate player prop markets from New Jersey’s sports betting options. While New Jersey residents are allowed to bet on NCAA player props, exceptions are made for in-state teams or games played within the state.

North Carolina

The removal of collegiate player prop markets would have a significant impact on most states, but the effects would be particularly profound in one of the largest hubs of college sports.

In early May, Rep. Marcia Morey introduced House Bill 967 with the aim of prohibiting college props on North Carolina sports betting sites. If passed, the legislation would take effect in the summer, preventing March Madness betting sites in North Carolina from offering player props on 2025 tournament games or regular season matchups in 2024-25.

Wyoming

Some sparsely populated states do not believe that offering college player props is necessary to increase tax revenue. Despite its small population, Wyoming is moving to eliminate NCAA player props from its sports betting offerings.

The Wyoming Gaming Commission members have confirmed that they have the authority to eliminate player props from betting without needing an amendment. The majority of members are in favor of this action, pending the development of a rules guide that the commission will later adopt. It is possible that a ban on player props could be implemented as soon as the summer of 2024.

States Where All College Player Props are Banned

Arizona

Interested in placing a bet on the Wildcats’ quick new point guard? Considering betting on the third-year Sun Devils wide receiver to score a touchdown? Sorry, Arizona sports betting regulations do not allow betting on individual college player performances. However, Arizonans can bet on team outcomes or prop bets such as moneylines, spreads, and over/under team totals.

Colorado

Coloradans are enthusiastic gamblers, even participating in table tennis markets not commonly seen in other states. Despite this, Colorado sports betting regulators have prohibited betting on college player props, although bettors can still wager on various NCAA team outcomes.

Louisiana (as of Aug. 1)

Louisiana sports bettors are no longer able to wager on college player prop bets due to a recent decision by the Louisiana Gaming Control Board, which complied with the NCAA’s request to ban these markets. As of August 1st, these betting options have been officially removed from the state’s sports betting offerings.

In a statement, LGCB chairperson Ronnie Johns clarified that the Louisiana Gaming Control Board’s intention is to safeguard the integrity of sports betting and ensure the safety and integrity of college athletes. Johns believes that this order effectively achieves that objective.

Maine

Residents of the Pine Tree State understandably desire more college betting options. They are restricted to betting on out-of-state teams and NCAA player prop markets are prohibited in Maine’s sports betting scene.

Maryland

Maryland bettors looking to place bets on Terrapins player props before March Madness were disappointed in 2024. The Maryland Lottery and Gaming Control Agency unexpectedly removed player prop markets from Maryland sports betting sites on March 1, just weeks before the NCAA men’s basketball tournament began.

A spokesperson for the MLGCA announced that starting on March 1, 2024, sportsbook operators in Maryland have been instructed to cease accepting college player prop bets. This decision aligns Maryland with other states that have prohibited these types of wagers in order to safeguard college athletes from possible harassment. The goal is to shift the focus of college sports betting towards the teams themselves rather than individual players.

Massachusetts

The strict regulations of the Massachusetts Gaming Commission leave little room for surprise that betting on college player outcomes is prohibited under state sports betting rules. Two prominent sportsbooks have landed in trouble for violating this regulation.

Both FanDuel and DraftKings were found to be in violation of the state’s regulations on collegiate props during the NCAA football season. The fact that NCAA president Charlie Baker, a Massachusetts native and a staunch opponent of college player props in the U.S., only strengthens the state’s strict stance on the issue. It is likely that we will see further restrictions on the college market in the future.

Mississippi

After the repeal of PASPA, Mississippi sports betting became legal at certain retail locations. The state’s Division I athletic directors advised regulators to exclude NCAA player prop bets from the menu offerings of sportsbooks, a recommendation that was promptly followed.

Mississippi residents are familiar with betting restrictions, as they currently do not have access to mobile wagering and must place all bets at casino sportsbooks. Despite these limitations, Mississippians are permitted to bet on in-state teams, a privilege not offered in other states.

New York

New York, with the largest legal betting pool in the U.S., could see a significant increase in tax revenue during NCAA season by allowing college player prop bets. However, New York sports betting operators may be hesitant to discuss NCAA player props.

Brian O’Dwyer, the chair of the New York State Gaming Commission, expressed support for Baker’s plea to the NCAA president for a complete prohibition of college player prop markets in a letter written in April. O’Dwyer stated, “We are pleased to see that numerous states have taken our advice and implemented a comparable restriction.” Therefore, it is likely that the ban on college player prop markets in New York will remain in place.

Ohio

In late February, Ohio made a significant shift in their approach to college player prop betting, becoming one of the first states to do so. They directed all sportsbooks in the state to eliminate NCAA player prop betting options by March 1.

Following Baker’s request to the Ohio Casino Control Commission, the state is now considering implementing a ban on bettors who threaten athletes. This decision comes after Ohio passed a law in 2023 prohibiting such individuals from participating in in-state wagering. In the same year, Ohio sports betting operators reportedly earned over $104 million from NCAA player prop bets.

Oregon

If you’re thinking about exploring Oregon, be sure to check out the stunning beauty of Crater Lake National Park, the tranquil Portland Japanese Garden, and the majestic Multnomah Falls. However, if you’re a college sports bettor looking to place some bets in Oregon, you may want to consider a different destination.

In Oregon, sports betting fans are not allowed to bet on NCAA player props or any college sports within the state. However, this means you can use that time to focus on taking beautiful pictures instead of placing college bets.

Pennsylvania

Pennsylvania’s sports betting market is strong, but NCAA player prop action is not included in the nearly $30 billion all-time handle. It is unlikely that the Keystone State will allow this type of betting in the future.

However, Pennsylvania sports betting enthusiasts who enjoy adding a little college action to their NCAA viewing experience can find some hope. Pennsylvania law allows betting on team-based markets, including teams located within the state.

South Dakota

There are strict limitations on college betting in South Dakota. Betting can only take place in person at tribal sites or Deadwood casinos as the state does not offer online wagering options. Additionally, bets can only be placed on college teams located outside of South Dakota, and college player props are not allowed.

Tennessee

Although Tennessee has a rich collegiate sports history, some residents may be disappointed that they are unable to bet on NCAA player props. However, Tennessee sports betting rules do allow wagering on team-centered college markets, including props, for teams such as the Tennessee Volunteers and the Memphis Tigers.

Vermont

The New England states have a unified stance on college betting regulations. Vermont’s sports betting laws forbid wagers on NCAA player props, but permit bets on college team markets and outcomes. Although betting on in-state teams is generally not allowed, Vermont bettors are allowed to wager on these teams during tournament play.

Virginia

The majority of states mentioned have established their college betting regulations for the near future. However, Virginia’s sports betting rules prohibit wagering on player prop markets within the state. There is a current debate in Virginia about whether bettors should be permitted to bet on local teams.

During the 2024 legislative session, Sen. Schuyler VanValkenburg sponsored Senate Bill 124 in an effort to amend the law to permit bets on in-state teams. This was his second consecutive attempt, following a similar effort in 2023, but the bill once again fell short. The Senate money committee has decided to defer the bill to the 2025 session, raising hopes for a potential legislative change in the near future.

West Virginia

West Virginia sports betting will not be offering college player props and is taking a stricter stance on player advocacy compared to other states. In March, legislators passed a bill that would prohibit anyone found harassing student-athletes from participating in sports betting in the state. West Virginia is only the second state to implement this type of law.

How to Bet Responsibly on College Player Props

Since the beginning of sports betting, bad actors have been causing harm by criticizing, harassing, and even physically threatening student-athletes. We have witnessed numerous examples of this destructive behavior and it needs to stop.

The duration of availability for college player props is uncertain, but as long as they are offered in your state, here are some tips to participate in responsible gaming and prevent potential consequences such as being banned from sports betting.

  • Set a limit, and stick to it: Sports bettors would be well-served to set limits on how much they can deposit and wager per day or per week. This can be done easily on the majority of the best sports betting sites, and adjusted based on your personal preferences. You’ll be far less likely to rage if you’re sticking to your bankroll.
  • Too hot? Take a break: Sports betting is intended to be a fun diversion, or an addition to an already-great sports viewing experience. But if it stops being enjoyable, it might be time to take a step back. Losing a bet can tilt even the most measured player, but it should never lead to bettors verbally or physically abusing college players.
  • Be kind: It’s great advice in general – but is particularly helpful when immersing yourself in the world of NCAA player prop betting. The players on the court are human, and will have a bad run every once in a while. That doesn’t give any bettor permission to attack them when their Over bets go south. Don’t engage with them either in person or on social media – or you could find yourself banned from sports betting altogether.
